Metro Police Thinking they are above the Law (untouchables)

Kempton Express article about he senseless Rammed of an individual from his bike:
Part 2 of the Kempton Express about the senseless Rammed of an individual from his bike

The face of Diego Singer after 9 hours from the  brutally assault.

The Leg of Diego Singer 24 hours after been rammed by the Metro Police

Report from he pages of the Kempton Express:

Rammed of his bike Anniversary: Good  day: Let me start with a quote: .As Mr Edmund Burke say : The only thing necessary for evil to triumph is for good men to do nothing” It’s been 2 years of the brutal assault done to me,  you may don’t remember correctly but the story is been on the newspapers, I put a video on  U-TUBE  showing Mr J M Van Heerden blocking my path with the Jetta patrol car Licence XSG716 and no one been hit by my bike, I run away easily without hurting anyone the images don’t lie like Mr Mr J M Van Heerden did on, the radio to all the cops in Kempton Park (JHB) on the 27 of September at around 12:00 saying “ red bike stolen just run over an officer” (no stolen & did not touch any one); Later Mr J M Van Heerden allow a  Vigilante  Officer friend of him to open the van & brutally assault  me, that’s why I consider him as Guilty of the Assault like his friend because he let it happen in more than one way, First when I run from him (successfully)  he say in the radio to all the cops in EMPD & SAPS alike, stolen bike run over an officer, (both lies) I know this because a female officer told me while I was in the van in hand cuffs, second Mr J M Van Heerden did not tell the truth to furious friend officer “Vigilante” when he arrive in a Mahindra SUV (ugliest SUV ever), then without knowing the true this vigilante open the police van and brutally assault me, I should be protected (innocent till prove guilty), I seen police putting in the vans Rapist & child molesters and all their been protected from anyone trying to open the van and beating him to death, that never happen to me. If there was no people around he van I could be dead like it happen to : Mr Rean Ramdin, a 29-year-old man who was arrested, “He was handcuffed and put into a police car, and at the corner of Rietfontein and Rondebult streets, at a stop street, he escaped, the policeman told Melody that two warning shots were fired, but her brother continued to run. He was then shot in the back by one of the officers. Please, escape from the van while in hand cuff impossible! That was just an excuse to kill him in cold blood!.(It could happen to me or to anyone else!).

After I get away from Mr J M Van Heerden I want to visit a friend in the Hospital "ARWIP", left the bike on the road, (never expect the police still looking for me), so any one could see it, an hour later while preparing to go I see a Police car park 50m away, but did not look suspicious then on the next robot get Rammed of my bike, if they want to arrest me why wait till I'm on the road, they knew I was in the Hospital, the cops could just wait around the bike and arrest me there simple; But no they been watching to many pursuits in TV happening in the USA  so they try to do the same, then blow out the case against me when they let an officer in civilian clothing brutally assault me in the police van, I sleep in my house that night & was free the next  day  with a small fine. Now you know why in South Africa the crime had increase, police don't follow the law then the cases get throw out of court and the bad guys knows that, example see Oscar Pistorius Case, kill the girlfriend in an Jealousy Tantrum, while she hide in the bathroom, then he say " I though was an intruder hiding in the bathroom’, who will beak in a house an hide in the bathroom?; then main investigator staff up the CSI evidences, did I need to say more? And please get hold of the Intelligence section of the police tell them to stop tracking me from my cellphone signal, from the day of the incident every time I’m going anywhere with my cel on a police patrol (EMPD-SAPS) or an Helicopter appears from nowhere, but when is off nothing happen; I’m sure they can do something better with the time on tax payers money than try to get me doing something bad, do you know how much cost the time of an Helicopter, a lot so stop wasting Tax payers money asking any Helicopter around my cel tower signal to go. I have photos of the choppers and some serial numbers of them. (Yes I have a Cannon camera with a huge lenses). Don’t forget to search in U-Tube for this titles: Witness Assault  -   Statement Lady on the corner and others save my Life (got their statement in audio rec)  -    Saved by the people statement -  Witness not afraid of the cops 14min, video- METRO TRY 2 Catch me but I get away without bumping to anyone. All the documents and photos about the malicious act of the EMPD will be in this blog just Google Metro Cops and everything will be revealed. “The persons that forget the past are doom to repeated” Ps: What I’m asking is that the arresting officers and the friend of him that brutally attack me, not to be fired but suspend it and send to Jail for a while so they will have a taste of the own medicine; I’m sure if a this happen the police brutality and taking the law in the own hands will decrease dramatically ( no more untouchables); I’m not worry, in case something happen to me  my sister, one of the most influential women  in the economy of South Africa , Monica Singer  CEO of STRATE (Google it) at the Johannesburg Stock Exchange she will make sure anyone that try to do anything to me will pay for it. (What, you were thinking that I was a poor foreigner, don’t think so, the friend of  Mr J M Van Heerden that brutally assault me, make a big mistake.  I’m just glad I revealed to the public the existence of a band of vigilantes in the EMPD.

Biker Diego Singer assaulted by Kempton metro-cops

Motor-biker Diego Singer, Uruguay immigrant, punched in the face, rammed off his bike by increasingly brutal Boksburg metro-cops
11 October 2011 source: Kempton Park journalist Bernice Maune - - “Brutality is fast becoming a dominant characteristic to describe Ekurhuleni Metro Police officers. Following evidence of metro police abuse in Germiston last week targeting Mrs Shantall Gopal, a 23-year old mom; this week Glen Marais resident Diego Singer, who is from Uruguay, has also added his voice to the seemingly growing number of assault victims at the hands of the metro-cops.”
Metro-cop knocked Uruguay immigrant Diego Singer off his bike, bruising his leg: a man in civilian clothes then assaulted the white immigrant while he was handcuffed and sitting in back of the police-van: and civilians said to be ‘police officers’ then were allowed to rob his cellphone and helmet-cam:
Mr Singer was on his way home on September 28 2011 when a metro-cop allegedly stopped him by ramming into his bike at the intersection of Voortrekker Road and Greyilla Street. Singer said he was knocked off his bike, causing a bruise to his left leg, as he initially refused to stop. He believed the officers were just trying to get a bribe from him. According to him he saw nothing wrong with his driving and would not stop because he believed the officers would try to bribe him. He admits his conduct was wrong. "They accused me of reckless driving and I admit I was wrong to not have stopped," said Singer.
However - when he was handcuffed and bundled into a van, his helmet hit the ground, releasing his helmet camera. "They laughed at me and said that was what you got for trying to run from the police, and that I would never put this on You Tube. "I use the helmet's video camera in case of an accident so the police could know how it happened." Singer said his camera was confiscated or stolen: it was given to an alleged officer in civilian clothing who drove a purple Mahindra. He tried to contact his wife by cell phone but was prevented from doing so. "A man in a civilian shirt and short pants came to the back of the van to check on me. He saw me using the cell phone, started shouting to everybody, saying ‘why they didn't search me. How could they let me use the cell phone?’
"He opened the back of the police van and told me to give him the cell phone while I was talking to my wife. He grabbed my phone with one hand and with the other punched me with his fist on the left side of my face. I almost lost consciousness and started bleeding from the left side of my lip.
‘I know where you live -- I will come and get you if you speak up:’
"Another officer came to see what happened and he was told I hit myself and bit my lip to make it bleed," recalled Singer. "Before he left he come to the window of the van and said I had better keep quiet. He knew where I stayed so if I said anything, he would come to get me." Singer was merely issued a fine and released. He appeared in court, pleaded guilty and paid the fine.
Singer said he was alarmed at the nonchalant attitude of the officers on the scene. "How could they allow that (civilian) man to intervene with an arrest? This needs to be stopped. Until now I have not received my helmet and camera back." Singer said he intended to open a civilian case of assault as well as a case with the police.
Supt Wilfred Kgasago, metro police spokesman, said ‘the incident was viewed in a serious light and had been forwarded to the office of the deputy chief of police operations. "The integrity and standards unit has been informed of the complaint and an effort to get a statement from the complainant and those who allegedly caused this will be made in order to get all the facts," said Kgasago.

This man that is speaking to me is one of many that where around the police van that complain when the friend of the EMPD Officer Mr J M Van Heerden  open the police van and brutally assault me making the "Vigilante" back out close the van but before he left his "vigilante" open he van again and say "smile" and took a photo of my bleeding face and then left saying " I know where you stay, say something about what happen today and I will come to get you";

As I show below he keep his promise, trying to victimise me  by burning the Palm in front of my house, you can imagine I have to move from there to Benoni where I was protected by the private security from "CMS" they don't like metro cops & and you will never see a metro patrol car where "CMS" is patrolling .

(In my cellphone fire looks purple).  On Saturday 29 /10 2011 at about 23:00 the Palm right in front of my house was set on fire, from friends of Mr J M Van Heerden and partner, got statements from the people staying next to me they saw a vehicle stop next to the palm spray some liquid and set it on fire then they help to put the fire down , this happen to try o scare me & stop me from taking the case forward on the weekend after my application to go against Mr J M Van Heerden and partner in a Civilian Court for the Brutally assault that they let it happen inside the Police Van where they put me in letting a friend (officer) of them in civilian clothing open the van and brutally assault me.

Allegedly chased at high speed and deliberately knocked off his superbike by members of an elite unit within the Gauteng Traffic Police Department, a Pretoria motorcyclist, who spent a week recovering from his injuries in an intensive care unit, is demanding justice.

Willie van Zyl claims he narrowly cheated death when members of the provincial traffic police department’s high-speed pursuit unit deliberately rammed him off his BMW S1000RR.

Van Zyl was on his way to Hartbeespoort Dam on a weekly breakfast run with friends. Officers were driving a white unmarked VW Golf GTI when the incident occurred on the R511 (Sandton/Hartbeespoort Road).

Van Zyl, who has lost the tip of his right thumb and is still recovering from his injuries, said he had been waiting for friends on the N14 at a Total garage near Diepsloot.

“As I waited, my friends rode past me with a white VW Golf following them. I didn’t think anything of it and rode after them,” he said.

Spotting a roadblock on the highway, Van Zyl decided to take an alternative route to the prearranged meeting spot.

“I turned around and started riding along the R511. A blue motorbike tore past me at high speed. I didn’t think anything of it until I saw a white Golf racing up behind me in my mirrors.”

Thinking the driver of the unmarked traffic police car would pass, Van Zyl began to panic when it sped up with its driver trying to nudge his motorbike’s back wheel.

“I didn’t know what was happening. I couldn’t turn around to look who it was because there were potholes all over the road. I couldn’t see any blue flashing lights and there were no sirens. I was panicking. I thought that those inside wanted to hijack me,” he said.

Deciding to outrace the car, Van Zyl sped off, losing the vehicle until he neared the R514 (Brits-Pretoria Road).

“As I approached the intersection I slowed down, because the robot was red and I could not see if any vehicles were approaching the intersection.

“It was only when the lights went green, just before I reached the intersection, that I sped up,” he said.

It was as Van Zyl turned on to the R514 that the traffic officers collided with him, apparently on purpose, striking his handlebars and front wheel, forcing him to crash.

Van Zyl was thrown across the VW Golf and into a pavement and traffic light, smashing his rib cage and tearing ligaments.

He claimed one of the traffic officers from the car walked up to him and began pistol-whipping him before shoving his gun into his helmet and threatening to execute him.

“I couldn’t move. This traffic officer was screaming that he was going to kill me.

“It was only after another motorist stopped to help me that the officer walked off,” he said.

Spending days in hospital, Van Zyl is now determined to make the officer pay for what he did.

“They can’t do this. They are meant to uphold the law, not break it. If I had done something wrong, then arrest me,” he said.

He said what was worse was that they had learnt that the attempted murder charge that his lawyers had opened against the officer, whom they had tracked down, had been changed to a charge of reckless and negligent driving.

Van Zyl’s lawyer, "@"Delia de Vries, of De Meyer and De Vries, said they would continue to argue for an attempted murder case until police investigated the matter.

“This is not negligent. This was deliberate; the officers involved were intent on trying to kill my client. Not only are we suing the relevant government minister, but we are also lodging claims against the Road Accident Fund through a Constitutional Court challenge.

“Those who are responsible need to realise that they do not have a licence to kill and that they are not above the law,” she said.

Gauteng Traffic Police spokeswoman "@"Busaphi Nxumalo said they were conducting an internal investigation into the allegations.

North West police spokeswoman Captain "@"Aafje Bothma confirmed a case reckless and negligent driving had been opened.

“No arrests have been made and there are no suspects,” she said. - Pretoria News

According to EMPD spokesman Chief Superintendent "@"Wilfred Kgasago, “no officer is allowed to assault anyone, no matter what the offence was that he or she committed”.

There is a rogue element in police, because they have been allowed to go ahead with all of this stuff for such a long time that they feel that they are untouchable

Let me Explain why this article is more about the EMPD: As I’m going to show you below is some examples of police brutality that happen and continuous happen in JHB till the group of Vigilantes in the Police Force (SAPS, Provincial or EMPD) been brought to justice, you all work together or you tell me that while driving outside of you jurisdiction you see a crime in progress and you will not act accordingly, didn’t think so. So when you say tell me this was other Police man from another branch sound ridiculous. Cops are all responsible for each other “ One for al and all for one “ for better or for worst , and here I show the worst of the police force, because I been brutally assaulted by an Officer of the Law while in a Police van injure & in hand cuffs;  You will ask how did I know this man in civilian clothing was an officer of the law, because  once he see me talking on my cel start kaking to all the policeman’s around SAPS & EMPD alike “ How you people did not searching well, is using his cell right now”, then he open the police van took my cel and brutally beat me, that if is not because of all the people around that start screaming to this vigilante I will be dead . The incident of Mr Van Zyl is below.

She said it also looked as if road works were blocking entry to the garage, so about 250m before the garage entrance she drove up to the metro-police which had crews parked on the shoulder lane, asking their advice about how she should reach the garage. It seemed a reasonable request: “I drove for about 10 metres onto the shoulder lane to reach them.” She then told the metro-police she wanted their guidance and advice – but instead the man she spoke to fined her, laughing loudly. “The other officers stood around. I started taking photographs and when they saw it, the female officers in turn took photos of me and the males danced and laughed. “A male officer also threatened me: pushing his head through my car’s window and said he would take me to court if I were to publish the pictures.” Cops arrested for Fourways rape GAUTENG, SANDTON, Two police sergeants have appeared in court after allegedly raping a woman in Fourways, Johannesburg

Man in wheelchair after cop assault

A man who says he was assaulted by police now has to use a wheelchair and fears he may have to live like this for the rest of his life.

"I told the policeman twice that I couldn’t get down on the ground because I had had a back operation. I showed him the back brace,” "@"Grobler said on Tuesday.

"The policeman pointed his firearm at me and said he would shoot me if I didn’t go down on the ground.

Grobler lay there for 45 minutes before someone helped him up.

A metro police officer, who unsuccessfully tried to bribe a motorist in Allen Grove, will face disciplinary action.

He told the woman several times how "expensive" the fine was for not stopping at a stop sign but she refused to fall for his bribe. He eventually issued her a fine of R100 for not wearing a seat belt.

The incident occurred on October 20 at 3.40pm at the four way stop at the Cactus Street and Partridge Avenue intersection.

Harassment, intimidation by metro police

Who is keeping our roads safe if officers of the law are keeping themselves busy with harassment, corruption, intimidation and bribery?

05 March 2012 |"@" Chitra Bodasing

This question needs to be asked following the number of complaints received by looklocal in the past two weeks.
Johannesburg Metro Police Department (JMPD) spokesperson, Superintendent Edna Mamonyane, has since urged members of the public, who have complaints against metro officers, to come forward.
The JMPD has been accused of the above-mentioned practices by the Chinese community, community leaders, residents and the ward councillor.
Last week members of the Cyrildene and Bruma community were up in arms about the number of roadblocks and stop-and-search operations conducted in these suburbs on a daily basis.
Members of the Chinese community were angered stating that they were being targeted.
“Chinese people are forced to pay bribes or face being arrested, in some cases for doing nothing wrong.
“Some people are scared because they are put into vehicles and driven around on highways for hours. They are scared of being killed and also put in jail for nothing,” said Mr Maure Chen, from the Chinatown Community Forum.
He added that Chinese people are being targeted because JMPD officers are aware that many of them carry large sums of cash.
“Chinese people go to wholesalers for example and carry large sums of cash. They are terrified because they are targeted for this money.
“We also see JMPD officers in this area late at night waiting to target people. Some of them also wait for people to leave restaurants and ‘arrest them for being drunk’. Some of these people do not even drink.
“JMPD officers are stopping and searching our vehicles and telling us that we are ‘parking illegally’.
“They have been here a lot recently and are asking for bribes.
“Weekends are especially bad with JMPD presence. We do not have a problem if they issue fines for contraventions but it seems the Chinese community in Cyrildene is being targeted. If we are doing something wrong, issue fines - do not ask for bribes. They are only here for money,” said Mr Chen.
Mr Rob Crawford, the chairperson of the Sector One Crime Forum, agreed with statements made by Mr Chen about Chinese people being targeted and added that JMPD officers from Johannesburg City Central, Diepsloot, Special Patrols and the K9 Unit were conducting roadblocks in Cyrildene and Bruma.
“Why are so many units here? We fall under Alexandra. There are at least three roadblocks taking place every day in such close proximity. Roadblocks have been taking place in Cyrildene Crescent, Marcia Street before Asia City, at the corner of Marcia and Queen streets, in the dip in Queen Street, next to Athlone Girls High School in Friedland Avenue.
“I have received numerous complaints from the community. While JMPD does stop motorists who are not Chinese, it is mainly the Chinese residents who are being targeted. The Chinese residents refuse to open cases against the JMPD because they believe they will be victimised. They are too afraid of opening cases because officers will have all their details such as their address making them easier targets for corrupt officers. I understand their fear but if they do not stand up for themselves, nothing will be done,” said Mr Crawford.
He said that he can understand how the Chinese residents feel. “If you ask officers what they are doing here, you are threatened with arrest.
“We want JMPD to tackle the windscreen washer and beggar problem at the Broadway, Marcia Street and Allum Road intersection but instead, officers stand just a few metres away from this hotspot issuing fines to motorists,” he said.
Clr Alison van der Molen, ward 118, was also asked by the Chinese community and other residents to intervene.
“I have to take endless abuse from frustrated residents who are harassed by window washers daily and all JMPD does is conduct roadblocks. The Chinese community is sadly the easiest victim of this abuse as they are intimidated by JMPD. It seems this is a lucrative area for JMPD.
“I was also bullied by a female officer so I know how they feel. I once stopped and asked officers in the area what they were doing and if I could help them. They had stopped a Chinese person. I told this person not to pay a bribe and the JMPD officers wanted to arrest me.
“On Tuesday last week I was in Derrick Avenue. I saw a JMPD bakkie stop and a female officer in uniform got out of the vehicle. She walked into an adult shop leaving a person dressed in civilian clothes in the passenger seat.
“About 15 minutes later she was still in the shop. I was not aware of any transgressions in that area at the time. It seemed unusual that she would find it necessary to go into the shop unless it was for personal reasons,” said Clr Van der Molen.
She added that the man in the vehicle threw a plastic cold drink bottle out of the vehicle.
Clr Van der Molen picked it up and gave it back to him requesting that he not dispose of his refuse illegally. “I then requested officials to investigate this matter,” said Clr Van Der Molen.
She added that if JMPD was doing constructive things like addressing the speed at which motorists come down Marcia Road and the window washers, then maybe the community would feel differently.
“JMPD’s Overload unit, has a reputation for taking bribes but sadly the Chinese community members are too scared to speak up.
“JMPD has several departments yet it seems like they are not co-ordinated in this area,” she said.
While looklocal was on its way to an appointment in the area recently, JMPD officers were spotted pulling off vehicles in a quiet residential road.
Mrs Jo Stephen, a resident, described JMPD presence in the area over recent weeks as outrageous.
She said that motorists are being harassed. “They were here every day over a 10-day period conducting at least three roadblocks a day. What are they trying to achieve by conducting so many roadblocks? I do not get stopped all the time but it is extremely frustrating. They also sit close to the highway, backing up traffic. We live here and have to go through this every day. Where are they when the traffic lights are not working? Is there something that they are looking for? There is a taxi rank close by. Why do they not check these taxis for roadworthiness? While we see a need for law enforcement, there must be some sort of consideration for people living in the area and using these roads daily,” she said.
Attorney, Litsa Skylakis, said that she was recently stopped by disrespectful and insulting officers.
“I was with my 76-year-old mother. They asked me for my triangle. I was going to a doctor’s appointment at the time.
“My boot was packed and there was no way I could unpack it myself. I usually get help to take everything out of the boot because I cannot bend and pick up heavy items. I am currently going for treatment. I asked them to take the things out of the boot so that they could see the triangle and instead of doing so, they gave me a fine.
“I was really angered when they walked around the car and laughed at my mother. One of the officers also irritated me when he said ‘You people break the law’. Which people are they talking about? They were screaming and aggressive,” she said.
Ms Skylakis said that she does not break the law and there was no reason for the officers to treat her and her mother that way. She said that they are public servants and are expected to treat people professionally especially seeing that the public’s money is paying their salaries.
“Without us they would not have a job. When I asked a JMPD officer why they do not stop motorists for skipping a red traffic light he said that it is hard to prove in court.
“Then they stop us, the people who are not contravening the law, while other motorists are flying past them on the highway. They do not know what they are doing. They are not following the rules and regulations.
“I will be laying a complaint against them. I can fully understand the public’s frustration with them,” said Ms Skylakis. looklocal forwarded an enquiry to Superintendent Edna Mamonyane, spokesperson for the JMPD, on February 27.
While she was away at meetings Mr Karabo Motsepe said that he received the enquiry and forwarded it to the office of the Director of Internal Affairs for further Investigation.
Superintendent Mamonyane said that she would have to talk to the department about the issues raised.
“JMPD can conduct a roadblock anywhere but I need to confirm if the roadblocks held in these areas were planned or if officers decided to conduct them on their own.
“I urge people to come forward and report bribery, corruption and any other problem they may have with JMPD officers,” she said.

Corruption & abuse of powers a ‘hobby’ in metro police

Corruption has become a “hobby” within the Metro Police Department). This was revealed in a report by the Institute of Security Studies three years ago.
The report, “City Blues: Corruption and Corruption Management in South Africa’s Metropolitan Police Departments”, dates back to 2007, but nothing, sources in the department said, has changed in the past three years. Corruption remains a problem within the organisation, they said.
The Eyewitness News in an investigation into alleged corruption within the city council revealed that more than 25 percent of metro police officials – including office-bound staff and those out on operations – were under investigation.
A total of 350 dockets have been opened by the Internal Investigations Unit against the department’s over 1 200 police members.
The report says the department is South Africa’s second largest metro police department with 1 914 employees, 1 220 of whom are police members.
The revelations come as the Independent Complaints Directorate is investigating the operations of an alleged organised crime syndicate within the department’s ranks.
The apparent criminal network, which uses State resources, sees members from the department’s Region 6 using strong arm tactics such as assaults, kidnappings and torture, to extort money from victims who include motorists, those using the services of prostitutes, and hawkers.
Region 6, which apparently accounts for more than 40 percent of investigations into metro police members, is the department’s city centre area of operation. It includes Sunnyside, Hatfield, Marabastad and surrounding areas.
Besides criminal investigations, members are also facing misconduct charges which range from the illegal pointing of firearms, disobeying orders, dereliction of duty and insubordination.
Some of those being investigated are facing multiple investigations while some dockets are for more than one suspect.
The report states that the department’s civilian oversight committee and inspections unit does not believe corruption to be a major problem in the department, but senior managers view it is as a serious problem, particularly at traffic rule enforcement level.
“The Conduct Investigations Unit sees it as a ‘very big’ problem, and states that ‘corruption has become a hobby’.
“According to the investigate unit’s head, traffic-related bribery complaints are received daily, nepotistic bias is prevalent throughout the department and corruption in the licensing department is rife.
“Some control dispatchers allegedly earn R30 000 a week tipping off towing companies about accidents before reporting these over police radios, while some operational officers allegedly earn R6 000 a night extorting money from drunk drivers.”
The report revealed that by the end of 2008 “The Code of Ethics” was meant to be in place, but setting up a complaints desk, hotline and vetting system had been delayed due to a lack of funds.
The lack of funds, a traffic source said, has also led to vitally needed equipment such as specialised cameras for entrapment operations remaining unavailable, despite repeated promises from the department’s top management that such equipment was a priority.
The report says the unithas been unable to realise its goal of sending a strong message to the bribing public and corruptible policeman.
The report’s author, Andrew Faull, said victim surveys showed the sphere of government officials most receptive to receiving money, favours or gifts in return of service were traffic related members.
“This points a big finger at metro police departments that are responsible for traffic enforcement.
Faull said there appeared to be a pattern with the Gauteng metro policing areas of Tshwane, Ekurhuleni and Joburg as having the worst reputation when it came to petty roadside corruption. He said recommendations from his paper, calling for various changes to stop corruption, had not been implemented.
“A workshop by the Independent Complaints Directorate and the Institute of Security Studies attended by Tshwane and Ekurhuleni metro chiefs and senior staff discussions showed that metros are facing the same problems as three years ago. Discipline within metro police departments is often handled by the metro councils and those who are disciplined are held accountable to codes of conduct and rules.
“A police chief, who has all the best intentions of stamping out corruption, has his hands tied if disciplinary processes involving council are beyond his control and not conducted timelessly and effectively.”
DA community safety spokeswoman in the Tshwane Metro Council "@"Karen Meyer said the DA submitted an urgent motion to the council in May, based on information the party had received, “in which it appeared that at least 22 percent of the total number of Tshwane metro police officials had either already been convicted, were awaiting trial or disciplinary hearings.
“It is clear proof of the total collapse of our city’s law enforcement. The standard procedures used in the appointment of metro police officials, leaves a lot to be desired.”
Meyer said residents cannot be “saddled with metro police officers” they cannot trust. “The council is not doing anyone a favour by not viewing this growing situation in a serious light, or simply launching an internal investigation. By not addressing the problem correctly it will mean shutting down the whole department at the end of the day.”

Policeman think he is above the law while talking in his cellphone while driving, he should be giving a good example to the public, no the exception of the rule.

This ticket give to me for not stopping at a stop street next to the impound where my bike was taken the next day when I went to fetch it , the good thing is that his female SAPS officer was there around the police van when the friend of the EMPD Officer Mr J M Van Heerden dress in civilian clothing open the police van & brutally assault me, she can be easily sappena to testify for what happen that day.

This certificate show very clear that is the EMPD Officer Mr J M Van Heerden  that took me to Jail in Kempton Park after that he and his partner try to charge me with attempted murder, making my wife cry (that I will never forgive them) , saying I run over the partner of the  EMPD Officer Mr J M Van Heerden when they try to stop me the first time at the robot, forgetting I was wearing a helmet cam that shows very well, I did not run over anyone not even a dog, as the footage from the helmet cam that now is in U-Tube shows they lie and I'm not surprise that is not the first time they lie together.
